Recent Development in Maryland Landlord-Tenant Law

Beginning July 1, 2025, all written residential lease agreements in Maryland must include a copy of the Maryland Tenant Bill of Rights. The Maryland Tenant Bill of Rights is to be updated June 1 every year by the Maryland Department of Housing and Community Development, Office of Tenant & Landlord Affairs. The most current version can be found here: https://dhcd.maryland.gov/Tenant-Landlord-Affairs/Documents/Tenant-Bill-of-Rights-V1.pdf. The new requirement does not create any new rights but instead is aimed at advising tenants of their rights under the law. The Bill of Rights as well as revisions to Maryland Statutes implementing this new requirement do not expressly spell out the potential effect of noncompliance with providing the Tenant Bill of Rights to lessees.
