We are very pleased to announce that three attorneys have joined our practice at DeCaro, Doran during the past two months and a fourth has rejoined our firm.  Steven R. Migdal is a very experienced litigator, having practiced in Maryland and the District of Columbia since 1974.  Steve, who is originally from New York City, attended the University of Pennsylvania before earning his law degree from the American University School of Law in 1974.  At American, Steve was ranked in the top of his class and was a member of the American University Law Review.  Thereafter, Steve served as a judicial clerk for the Honorable Morris Turk at the Circuit Court for Anne Arundel County, Maryland.  

For approximately 40 years, Steve has been in private practice and, on December 1, 2015, Steve joined DeCaro, Doran to continue his complex civil litigation and insurance defense practice.  We are thrilled to have Steve Migdal’s experience in the representation of our clients in Maryland and Washington, D.C.  

Mark A. Kohl has, this month, rejoined the firm as an associate attorney, after a brief stint as a plaintiff’s personal injury lawyer during 2015.  Mark received his undergraduate degree from Olivet Nazarene University in 1999 and his Masters degree in Economics from the University of Illinois in 2001.  Thereafter, he attended the Georgetown University Law Center, from which he received his law degree in 2005.  He is barred in both Maryland and the District of Columbia.

Mark clerked for the Honorable Christopher Henderson in the Circuit Court for Charles County, Maryland before beginning his civil litigation and insurance defense practice.  Mark first came to DeCaro, Doran in April 2012, after seven years at another local firm engaged in defense litigation.  Mark has been recognized as a Rising Star by Super Lawyers during each of the past few years.  He returns to DeCaro, Doran to continue his defense practice and we are very happy to have Mark return to provide litigation representation for our clients in Maryland and Washington, D.C.

Ellen E. Chang joined DeCaro, Doran on January 4, 2016.  She received her Bachelor of Arts degree in 1995 from the University of Chicago and initially began her career in broadcast journalism.  From 1998 through 2008, Ellen spent time at a variety of local news networks as a reporter and occasional anchor in Nevada, Iowa, Missouri, and Washington, D.C., including two years with Fox 5 in the District of Columbia.  Thereafter, Ellen decided to pursue her interest in law and received her law degree from the University of Maryland Francis King Carey School of Law in May 2011.  

During law school, Ellen served as a judicial intern for the Honorable C. Philip Nichols at the Circuit Court for Prince George’s County, Maryland and also performed internships at the State’s Attorney’s Offices for Baltimore City and Howard County, Maryland.  Upon completion of law school, Ellen served as a judicial law clerk for the Honorable Albert W. Northrop at Prince George’s County Circuit Court.  Thereafter, Ellen spent eighteen months as a staff attorney for the Office of the Maryland Attorney General in the civil litigation unit.  She is a member of the Maryland Bar and is in the process of securing membership in the Bar of the District of Columbia.  Ellen joins our firm to continue her civil litigation practice.  

David D. Das became an associate attorney with DeCaro, Doran on February 1, 2016.  David attended Michigan State University and received his undergraduate degree in 2010.  He then attended George Mason University School of law where he received his law degree in 2013.  Since completing law school, David has worked for Legal Services of Northern Virginia and as a contract attorney with TrustPoint International in Washington, D.C., providing litigation assistance in a variety of legal matters.  

David is a member of the Virginia Bar and is in the process of securing admission to the Bar of the District of Columbia.  Additionally, it is anticipated that David will sit for the Maryland Bar examination this summer and will become eligible to practice in all three of our firm’s jurisdictions by the end of this year.  David will join Chuck Gallagher and Dick Yeagley in our Fairfax, Virginia office to serve as a litigator and provide litigation assistance in our Virginia defense litigation practice.  

We are extremely pleased to have Steve, Ellen, and David join DeCaro, Doran and are equally pleased that Mark is rejoining the firm.  Each of these attorneys are excellent additions to our civil and defense litigation practice and we welcome them to DeCaro, Doran.
